The Administration-Laboratory Medicine and Pathology has an opening for the position of Executive Officer above grade 12. Basic Functions
Develop annual and long-term plans that identify the overall strategic plan of the department as well as develop, monitor and lead activities and services that support the safe, effective and appropriate use of laboratory/Medical Center standards. Assist the Chairman/Executive Director with administrative, staff development and performance improvement duties and act as a liaison with other departments, hospitals and organizations.
Support the mission and vision of the American University of Beirut Medical Center (AUBMC) and that of the Pathology and Laboratory Medicine Department.
Minimum Requirements
  • Bachelor's Degree in Medical Laboratory Sciences or related field. Master's Degree in Public Health, Healthcare Management, Business Administration or related field is preferred.
  • Minimum of 7-9 years of administrative expertise out of which 3 years are in a clinical supervisory role in a clinical laboratory.
  • Strong command of Arabic and English (EEE score >/= 500)
  • Proficient in use of Microsoft Office applications and other related software as needed for the job.

Job Summary

Essential Functions / Task Groups

Administrative Duties:

Plan and coordinate the administrative operations of the Department as well as develop annual and long-term plans that identify the overall strategic plans as well as participate in their initiation and regularly follow up on their implementation.
Review and analyze clinical workflow processes in the Department and suggest modifications to meet changing conditions and technologies.
Manage and coordinate the monitoring, review and improvement systems and practices to deliver higher quality of care.
Lead efforts to plan, schedule, and follow through on projects in a timely and efficient manner as well as coordinate closely with the project definition, planning, and operational efforts of the department team.
Prepare the operating and capital budgets for the Department considering revenues, expenses and justifications as well as perform cost analysis studies and monitor expenditures on a regular basis.
Review changes in test methodologies to evaluate and revise the costs of the analytical procedures/tests, and in improving the cost structure to enhance lab profitability.
Deal with and solve complex problems and work related to personnel and department encounters as well as review assessment reports related to patient and physician complaints.
Conduct workload analysis for various job profiles in the Department to determine staffing numbers, skills and needs that meet the Department objectives.
Identify supply needs versus demand and ensure replenishment takes place on a regular basis.
Apply the accreditation standards, participate in planning activities to promote the standards and enforce accreditation requirements.
Manage the Human Resources functions in terms of recruitment, coaching, training, developing, appraising, monitoring attendance and leave requests, etc.

Education:
Minimum Education: Bachelor's Degree in Medical Laboratory Sciences or related field.
Preferred Education: Master's Degree in Public Health, Healthcare Management, Business Administration or related field.

Experience:
Minimum Experience:  Minimum of 7-9 years of administrative expertise out of which 3 years are in a clinical supervisory role in a clinical laboratory.

Language:
Minimum Languages: Arabic and English languages (EEE score >/= 500).
Preferred Languages: French is an asset.

Computer Skills:
Proficient in use of Microsoft Office applications and other related software as needed for the job.
